§ 9.3. Budget Hearing.

The Council shall hold a public hearing on the proposed budget on or before the 15th day of November of each year. Notice of the time and place of such hearing shall be published at least once seven (7) days prior to such hearing, and copies of the proposed budget shall be made available to the public by depositing them in the office of the Clerk.

The Council may at any time before final adoption increase, decrease, add or strike out any item in the budget.
