§ 7.6. Emergency Ordinances.

  • Emergency ordinances for the preservation of public health, welfare, peace, safety or property shall be approved by a majority vote of the entire Council. The facts showing such urgency and need shall be specifically stated in the ordinance itself. No ordinance making a grant of any special privilege or fixing rates charged by any Town-owned utility shall ever be passed as an emergency ordinance. No ordinance authorizing borrowing money or incurring indebtedness, except as provided otherwise in this Charter, shall ever be passed as an emergency ordinance. An emergency ordinance shall take effect upon passage and for information purposes shall be posted or published in full immediately after passage. An emergency ordinance shall not be in effect longer than ninety (90) days after passage, unless the Council by subsequent ordinance shall affirm the same.
