§ 10.05.040. Creation by petition.

The creation of an improvement district may be initiated by the Council or by petition of the property owners to be affected thereby as provided by the Charter and by Section 10.05.050 below. Where improvements initiated by the Council and petitioned for in one (1) or more petitions are substantially the same, such improvements may all be included in one (1) improvement district.
