§ 11.1. Authority to Levy Taxes.

Subject to the provisions of Section 11.3 of this Charter, the Council will have authority to levy and impose taxes for municipal purposes including but not limited to an ad valorem tax, excise tax, sales tax and use tax, and to provide for their collection. Furthermore, the Council shall have authority to levy and provide for the collection of special assessments for local improvements as provided in this Charter or by ordinance.

b.

Subject to Section 11.3, all authority exercised by Council pursuant to this Section shall be done by ordinance.
