Chapter 13.06. Site Plan Standards and Procedures |
§ 13.06.020. General requirements.
(a)
Site development regulations shall apply to all new or changes in uses, buildings or structures or additions thereto or major alterations to exteriors of buildings, including changes to color schemes and materials approved as part of a previous site plan submittal, within the Town to which at least one (1) of the following applies:
(1)
All uses located within the following zone districts:
a.
B—Business.
b.
GD—Greater Downtown.
c.
C—Commercial.
d.
LI—Light Industrial.
e.
GI—General Industrial.
f.
MF—Multiple Family.
g.
MH—Mobile Home.
h.
OS—Open Space.
i.
PF—Public Facilities.
(2)
All uses allowed in the PD—Planned Development zone district with the exception of those uses relating to single-family detached development.
(3)
Uses which are located or to be located within any other zone district which are specifically made subject to this Section by the Town Council.
(4)
Uses which are located or to be located on property within any other zone district, and the owner or developer of the property requests an application of these site plan requirements, subject to this Section.
(b)
No site plan will be approved prior to the platting of the subject property. A final plat or minor development may be submitted simultaneously with the proposed site plan upon approval of the Planning Director. In such cases, approval of the site plan application may be made conditional upon the final approval of the subdivision plat by the Town Council.
(c)
All site plans for multiple-family development will require the preparation of a Condominium Unit Map as described in Subparagraphs 13.10.230(f)(1), (2), and (4) through (14) (the "Initial Condominium Unit Map"). The Initial Condominium Unit Map shall be submitted simultaneously with the proposed site plan. The property owner may, following the approval of a site plan for a multiple-family development, convert the Initial Condominium Unit Map into a Condominium Unit Map that will allow for the sale of individual units upon compliance with Section 13.10.230, as amended.
(d)
No building permit for any use described in Subsection (a) above shall be issued for the construction of any new building, structure or improvement to the site or any addition or alteration to the structure or site, including exterior materials or colors, without first obtaining the approval of a site plan for the proposed use.
(e)
No overlot grading, drainage work, parking lot construction or other site improvements will be allowed, unless specifically provided for by the Town Council, without first obtaining approval of a site plan for the proposed use.
(f)
No certificate of occupancy will be issued until all improvements approved as part of the site plan have been completed.
(g)
The site development standards outlined by this Section apply throughout the zone districts and uses outlined in Subsection (a) above. These standards are in addition to any other development or design standard which may otherwise be applicable to a particular property or specific area within the Town. In the case of any perceived conflict among applicable development standards, the more restrictive standard will apply.
(h)
The Town of Parker Commercial, Industrial & Multiple-family Residential Design Standards are hereby incorporated by reference into this Title, as may be amended from time to time. The provisions of these standards shall be used in addition to the criteria outlined in this Chapter. The following items must be addressed on all site plan submittals:
(1)
Rooftop mechanical structures must be fully screened either separately or by parapet height to a point level with the top of such structure.
(2)
Trim schemes, except when built between two (2) existing taller structures, shall appear on all sides of the building.
(i)
The Town may require public improvements to be constructed as a condition of site plan approval. Any such improvements shall be reasonably related to the proposed use and may include but not be limited to street widening, accel/decel lanes, access control devices, traffic signals, water and sewer lines, pedestrian/ bicycle trails or other related improvements.
