Chapter 13.16. Preliminary Site Plan Standards and Procedures |
§ 13.16.050. Application submittal requirements.
(a)
Each request for preliminary site plan approval shall be electronically submitted to the Town with a complete application form provided by the Planning Department, the proposed preliminary site plan with related information, and application fee. Applicants that electronically submit an application for a proposed preliminary site plan that would have the effect of amending an existing site plan that was approved under Chapter 13.06 shall submit properly prepared plans that clearly depict the proposed amendments, as provided in Subsection (b) below.
(b)
Submittal requirements: The applicant shall electronically submit to the Planning Department the information listed below:
(1)
Completed development application form and the appropriate fees.
(2)
Preliminary site construction plans, as defined in the Town of Parker Roadway Design and Construction Criteria Manual, prepared in accordance with site plan exhibit listed below.
(3)
A narrative outlining the proposal.
(4)
A copy of the warranty deed and title commitment current within thirty (30) days of submittal.
(5)
A notarized letter from the landowner permitting a representative to process the application.
(6)
A preliminary drainage report, if a final drainage report has not already been approved as part of a subdivision that includes the site.
(7)
A preliminary utilities plan, including existing and proposed utility easements, if a final utilities plan has not already been approved as part of a subdivision that includes the site.
(8)
If a final traffic impact study has been approved as part of a subdivision that includes the site, the applicant shall submit a traffic compliance letter. If a final traffic impact study has not been approved for the subdivision that includes the site, a traffic impact study may be required as part of the preliminary site plat submittal as determined by the Director of Engineering/Public Works.

A conceptual landscape plan.
(10)
Preliminary building architecture with exhibit listed below.
(11)
Existing conditions survey.
(12)
Copies of any special agreements, oil and gas surface use agreements, conveyances, restrictions, or covenants that will govern the use and/or maintenance of the proposed development.
(13)
A preliminary building code analysis.
(14)
Any other information deemed necessary by the Town.
Failure to submit all required documentation will result in a delayed application. Additional information may be requested after the formal application is received.
(c)
Submittal standards.
(1)
Preliminary site plan exhibit. The proposed site plan shall be prepared by a qualified professional (architect, planner, land planner or engineer) and electronically submitted on one (1) or more sheets with a minimum scale of one inch equals fifty feet (1" = 50'). Scales drawn at one inch equals forty feet (1" = 40'), thirty (1" = 30'), twenty (1" = 20'), and ten (1" = 10') may be acceptable. Each preliminary site plan shall contain the following information:
a.
Date of preparation.
b.
North arrow with written and graphic scale.
c.
Vicinity map showing the relationship of the site to the surrounding area within one-half (½) mile radius.
d.
Land use table that contains the following:
1.
Gross/net area of the proposed use and buildings;
2.
Maximum floor area ratio of the proposed buildings;
3.
Maximum building height;
4.
Minimum building setbacks; and
5.
Landscape area shall be required and provided in square feet and acres.
e.
The existing grading and drainage information on the site drawn at five-foot intervals and related to United States Geological Survey (USGS) datum, as well as finished grades and contours proposed by the applicant.
f.
Existing specific physical features on the site, including drainage ways, lakes, buildings and structures with indication as to which are to be retained.
g.
Adjacent properties and their physical features within fifty (50) feet of the property line of the site shall be identified including setback dimensions of adjacent structures.
h.
The estimated use, size, and location of all buildings. Exact location is not required.
i.
The general location, dimension, and design of adjacent public street improvements and proposed internal streets. Improvements should include bike/pedestrian paths and walkways, street widening, acceleration/deceleration lanes, access control devices, traffic signals, water and sewer lines, or other related public improvements.
j.
Conceptual layout of the parking lot with general dimensions and listing of the number of all parking spaces, curb islands, internal planter strips, maneuvering aisles and access driveways with indication of direction of travel.
k.
A plan note stating that all existing or proposed lighting on-site, exterior, unroofed lighting shall conform to the Town's Lighting standards under Section 13.10.140 of this Title.
l.
General location of trash receptacles. A plan note shall be included stating location of trash receptacles shall be determined at time of final site plan under Chapter 13.06 of this Title and be screened by a solid fence surrounding at least (3) sides of the container.
m.
A plan note stating that all mechanical equipment shall be screened from view from a public right of way. Final location and screening measures shall be determined at time of final site plan under Chapter 13.06 of this Title.
n.
Areas to be landscaped and their general dimensions.
o.
General location and dimension of all existing and proposed recreational amenities such as open play areas, swimming pools, tennis courts, tot lots and similar facilities.
p.
General locations of access points.
q.
Other information which shall be required, but need not be designated on the preliminary site plan includes:
1.
A metes and bounds description of the site verified and signed by a registered land surveyor in the State. If the site is on a portion of land that has an existing recorded plat, a legal description referencing lot, block and subdivision name will be sufficient.
2.
A copy of the executed covenants (when applicable).
3.
A copy of the approved development guide and plan for the site, if the site is located within a PD—Planned Development zone district.
4.
The applicant shall provide any reasonable information not covered above to aid in the review of the request by the Planning Department. Such items include soil information and other related information.
(2)
Preliminary site plan narrative. The applicant shall submit a narrative which includes the following information:
a.
Applicant's name.
b.
Description of the general proposal.
c.
Present zoning.
d.
General development schedule and phasing plan when the project is not constructed at one (1) time.
(3)
Preliminary Drainage Study. Each request for preliminary site plan approval shall be accompanied by a preliminary drainage plan prepared in accordance with the Town's Storm Drainage and Environmental Criteria Manual if a final drainage plan for a site was not approved as part of a plat. An electronic copy of the proposed preliminary drainage study prepared by a professional engineer shall be submitted to the Planning Department with the preliminary site plan submittal. Review of the preliminary drainage study will be simultaneous with that of the preliminary site plan.
(4)
Preliminary Utilities Plan. Each request for preliminary site plan approval shall be accompanied by a preliminary utilities plan prepared in accordance with the appropriate standards and specifications for design by the appropriate referral agency. An electronic copy of the proposed preliminary utilities plan prepared by a professional engineer shall be submitted to the Planning Department with the preliminary site plan submittal. The applicant shall coordinate with appropriate agency to include the following:
a.
Preliminary water plan.
b.
Preliminary sanitary sewer plan.
c.
"Existing" and "proposed" utility easements for electric, cable, and telephone line(s).
d.
Other preliminary studies as deemed necessary to ensure compliance with standards or regulatory requirements.
(5)
Preliminary Landscape Plan. Each request for preliminary site plan approval shall be accompanied by a preliminary landscape plan prepared by a qualified professional. An electronic copy of the proposed preliminary landscape plan shall be submitted to the Planning Department with the preliminary site plan submittal. The preliminary landscape plan shall identify landscape screening, buffers, berms and retaining walls, dedication areas, and general planting materials with tree symbols. A plan note shall also be required and notated as "Design shown is conceptual. Final design will be determined at time of Final Site Plan approval". Review of the preliminary landscape plan will be simultaneous with that of the preliminary site plan.
(6)
Preliminary Architecture (building elevations). Each request for preliminary site plan approval shall be accompanied by preliminary architectural elevations of all four sides of all buildings. An electronic copy of the rendering shall be submitted to the Planning Department. These renderings shall indicate generic materials and colors. Perspective renderings showing the building or photographs of similar structures or other similar techniques may be acceptable. Exact renderings to include front, rear, and side elevations accurately depicting the finished building or structure on site shall be determined at time of final site plan approval under Chapter 13.06 of this Title. A plan note shall also be required and notated as "Design shown is preliminary. Final Architecture shall be approved at the time of final site plan approval."
(7)
A preliminary tree conservation plan. The preliminary tree conservation plan shall be provided with the preliminary landscape plan.
